Wassila Hachchi, MP for the democratic party in the Netherlands, argues in this (Dutch) article for an umbrella gender policy at all the Dutch Ministries (next to gender mainstreaming). Research has shown that gender mainstreaming alone is not effective and that there is also a more overarching gender policy needed in order to effectively achieve change.
